About this opportunity
The California Department of Transportation (Caltrans) has issued Invitation for Bid (IFB) No. 01A6569, a revenue agreement for the collection and disposal of recyclable scrap metal across Del Norte, Humboldt, and Mendocino Counties. The contract requires a contractor to provide all necessary labor, materials, supplies, containers, transportation, and equipment to collect and recycle scrap metal on an on-call basis at various District 1 maintenance locations. The primary objective is to collect approximately 400 gross tons of scrap metal during the contract term, which will run from January 15, 2026, to January 14, 2029. Key contractor qualifications include possessing a valid Motor Carrier Permit, a Weighmaster License from the California Department of Food and Agriculture, and a current American Metal Market (AMM) subscription. The bid proposal must include specific documentation, and services will be performed during working hours, Monday through Friday, excluding state holidays. The bid opening is scheduled for September 23, 2025, with contractors required to submit comprehensive documentation and meet specific technical requirements.
The solicitation encourages participation from small businesses, disadvantaged businesses, and disabled veteran businesses, with a 25% small business participation goal and a 5% Disabled Veteran Business Enterprise (DVBE) incentive. While DVBE participation is not mandatory, it is strongly encouraged. The revenue contract is structured so that the successful contractor will pay Caltrans based on a competitive percentage of the scrap metal's market value, with pricing determined by AMM rates. The contract includes provisions for competitive bidding and emphasizes opportunities for diverse business participation. Although specific budget ranges are not explicitly stated, the contract's revenue structure suggests potential financial benefits for both Caltrans and the selected contractor. Interested bidders must carefully review the solicitation package, ensure compliance with all requirements, and submit a comprehensive bid that demonstrates technical capability, business qualifications, and competitive pricing for scrap metal collection and recycling services.
