About this opportunity
The City of New Haven's Office of Economic Development is requesting proposals for the adaptive reuse and activation of a former CT Transit information booth on the Chapel Street side of the New Haven Green (between Church Street and Temple Street), with responses due August 4, 2026 at 11:00 a.m. The City seeks project proposals demonstrating operational feasibility, clear business or programming models, and the ability to maintain an attractive, well-managed presence at this approximately 100-square-foot, transit-oriented site.
Eligible uses include small-format retail (coffee, beverages, pre-packaged food, newsstand, artisan goods, florist, bicycle rental), tourism information centers, ticketing services, technology retail, pop-up retail, nonprofit information centers, arts and cultural programming, and seasonal operations. Prohibited uses include on-site restrooms, full-service restaurants requiring potable water, excessive noise or odor, regulated industry sales, auto-related uses, and propane or open flames. The City prioritizes proposals enhancing pedestrian experience, supporting transit riders, and contributing to the vibrancy and safety of the New Haven Green.
The initial contract term is one year with two optional one-year renewal periods subject to the Purchasing Agent's approval. Rental terms are negotiable; the City is open to flexible lease and payment arrangements. Respondents must submit two-part proposals: Part 1 (technical proposal without pricing) and Part 2 (price proposal with detailed cost breakdown including lump-sum pricing and all labor, materials, equipment, insurance, taxes, and contingencies). Evaluation criteria assign points to project concept and site activation (20), operations and maintenance capability (20), implementation schedule (20), public benefit and transit/pedestrian experience (15), feasibility and compatibility with site constraints (15), and lease/revenue structure (10).
Respondents must comply with the City of New Haven Living Wage Ordinance if the contract includes labor and exceeds $25,000 annually, maintain General Liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 combined aggregate, and comply with all equal employment opportunity and non-discrimination requirements. The pre-proposal meeting is scheduled for June 18, 2026 at 1:00 p.m. on-site (non-mandatory); questions are due July 28, 2026 at 5:00 p.m. The City anticipates selecting a preferred respondent by August 2026. Proposals must be submitted electronically through the City's eProcurement Portal.
Opportunity text
The City of New Haven's (the "City") Office of Economic Development has issued this Request for Proposals ("RFP") to seek project proposals for the adaptive reuse and activation of the former CT Transit information booth located on the Chapel Street side (north side of Chapel Street) of the New Haven Green between Church Street and Temple Street, (the "Site").
The City is seeking to select a person or organization ("Respondent") who presents a clear, feasible, and creative proposal that will transform the Site into an active and welcoming asset. Given its highly visible, transit-oriented location, the City is particularly interested in uses that enhance pedestrian experience, support transit riders, and contribute to the vibrancy and safety of the New Haven Green.
Proposals may include, but are not limited to, small-format retail or convenience uses, arts and cultural programming, tourism-oriented services, or community service providers. The City will prioritize Respondents that demonstrate operational feasibility, a clear business or programming model, and the ability to maintain an attractive and well-managed presence at the Site.
Given the small scale and physical constraints of the Site, rental terms are negotiable, and the City is open to flexible arrangements that support successful activation while ensuring long-term sustainability.
