About this opportunity

Escambia County's Marine Resources Division is seeking price quotes from licensed and insured marine contractors to purchase, deliver, and install an ADA-compliant floating paddle craft launch at the existing Perdido Bay Boat launch located at 10808 Lillian Highway in Pensacola, Florida. The project involves retrofitting the public boat ramp with a new paddle craft launch structure constructed entirely from 6005-T5 marine grade aluminum, capable of supporting a 50 pounds per square foot live load rating and featuring user-serviceable sacrificial anode corrosion protection. Contractors must design and construct the launch to meet the latest Americans with Disabilities Act standards and comply with US Army Corps of Engineers and Florida Department of Environmental Protection permit requirements. The procurement timeline includes a non-mandatory pre-bid meeting scheduled for December 4, 2025, at 12:30 p.m. at the project site, with questions due by December 19, 2025, at 12:00 p.m. The final bid response deadline is January 6, 2026, at 2:00 p.m., to be submitted electronically through the OpenGov procurement portal. Bidders must provide lump sum pricing for the structure, delivery, and installation, and submit a 5% bid surety.

The contract is designated as Infrastructure and subject to Build America requirements under an executed grant agreement. While no specific set-aside designations for disadvantaged enterprises are explicitly mentioned, contractors must meet comprehensive insurance requirements, including workers' compensation, general liability ($1,000,000 per occurrence, $2,000,000 aggregate), business auto liability, and marine pollution liability. The project requires substantial completion within 60 consecutive calendar days from the Notice to Proceed, with an additional 30 days allowed for final completion, totaling 90 calendar days. Liquidated damages are set at $904.00 per calendar day of delay beyond the completion deadline. Successful contractors must furnish Performance and Payment bonds covering 100% of the award value. While a specific budget range is not disclosed, the project involves a comprehensive retrofit of an existing boat launch facility, with the county reserving the right to award to the most responsive and responsible bidder with the lowest responsive bid. The project is funded through a grant agreement executed on November 22, 2024, indicating available funding for the marine infrastructure improvement.
