About this opportunity

The Town of China Grove is requesting bids for street resurfacing work under an informal bid process, with bids due October 8, 2026 by 2:00 p.m. The scope includes crack and joint sealing, patching, leveling, milling, resurfacing, re-striping, re-marking, reinstallation of permanent raised pavement markings, and incidental concrete work on designated municipal streets, along with traffic control, site security, infrastructure removal and relocation, debris removal, and cleanup.

The estimated contract value is between $30,000 and $500,000 on a unit-price basis; final payment is based on actual quantities satisfactorily installed and accepted. The contract term is 60 calendar days from the Notice to Proceed (Exhibit K), with an option to renew for one additional term of up to 12 months by written amendment executed before the initial completion date, contingent on Town Council appropriation and a pre-audit certificate from the Finance Officer under N.C. Gen. Stat. 159-28.

The Town will award to the lowest responsible, responsive bidder, evaluating quality, performance, and time for completion. Bids remain subject to acceptance for 60 days after the due date. The successful bidder must hold a current North Carolina general contractor license in the appropriate classification and furnish Performance and Payment Bonds each at 100% of the contract price, executed by a North Carolina-authorized surety. The bidder must execute the contract and furnish all required documents within 14 days of the Notice of Award.

Retainage is governed by N.C. Gen. Stat. 143-134.1: none withheld on contracts under $100,000; permitted between $100,000 and $299,999; and mandatory on contracts exceeding $300,000 (capped at 5% per payment unless justified exceptions apply). An asphalt binder price adjustment clause applies based on a September 1, 2026 base price index of $762.50 per ton, with monthly adjustments per NCDOT Standard Specifications Section 620. Liquidated damages are $500 per calendar day for each day work remains incomplete after the specified completion date.
