About this opportunity
The state of Iowa, through the Department of Health and Human Services, Juvenile Court Services, and the Dubuque County Decategorization Board, is seeking proposals for a youth Restorative Diversion Program in Dubuque County. The program must teach youth conflict resolution and restorative justice principles that acknowledge relationships, address harm, give voice to victims, and enhance responsibility. The contractor will be required to provide programming, develop community partnerships, address disproportionate discipline on students of color, and collect performance data. The initial contract term is 1 year, with the ability to extend for 5 additional 1-year terms. The contractor will be reimbursed monthly for services, with a not-to-exceed amount of $36,000 for the first year and a 3% increase for subsequent years. The total contract value over the entire potential term shall not exceed $232,862. The Agency may reduce monthly payments by 10% if performance measures are not met. The contractor must also follow human trafficking prevention training requirements if hosting trainings at a lodging facility.
The RFP does not mention any set-aside designations or restrictions on the types of organizations that can respond. It also does not list any incumbent vendors or current contractors, nor does it indicate any existing infrastructure or technology that requires integration. The procurement does not specify a budget range, but the total contract value over the potential 6-year term is not to exceed $232,862.
