About this opportunity

The Colorado Department of Military and Veterans Affairs (DMVA), through the Office of the State Architect, is requesting quotes for comprehensive restoration services on the Civil War Monument—a granite plinth and bronze statue—with quotes due July 19, 2026 and mandatory pre-bid conferences on July 7 at two locations: 11:00 a.m. at History Colorado in Denver (statue) and 2:00 p.m. at Camp George West in Golden (plinth). Colorado resident bidder preference applies under state law.

The scope encompasses condition assessment, cleaning and decontamination of spray paint and environmental debris, damage repair, patina restoration, protective coating application, and handling and transportation for both components. The plinth is located at Camp George West in Golden; the statue is at History Colorado in Denver. Work must be executed by Qualified Art Specialists and Conservation Technicians with comprehensive project management throughout the contract duration. All quotes must be firm fixed-price, FOB destination, and include all labor, materials, and costs for complete project execution.

Bid security of not less than 5% of the total bid amount is required if construction value exceeds $50,000, in the form of a bond, cash, or State-approved security. The anticipated contract start date is July 28, 2026. All vendors must be registered in CORE and with the Colorado Secretary of State before contract execution.

Written questions are due July 10, 2026 at 4:00 p.m. Mountain Standard Time. The contract will be awarded to the lowest responsible bidder considering Colorado resident preference. The solicitation is subject to Davis-Bacon Act prevailing wage provisions, Equal Employment Opportunity standards, Buy American Act preferences, and environmental protection statutes. Standard State of Colorado Purchase Order terms and conditions apply, including insurance requirements, federal and state law compliance, and indemnification.
