About this opportunity
The Washington Suburban Sanitary Commission, Maryland (WSSC) is soliciting sealed responses for residuals hauling, transportation, management, utilization, storage, beneficial reuse, and disposal services for drinking water treatment residuals generated at the Patuxent Water Filtration Plant (PWFP) and Potomac Water Filtration Plant (PoWFP), with responses due July 13, 2026 at 2:00 p.m. via WSSC's eProcurement Portal. This is an IFB with MBE/SLBE participation requirements and an intergovernmental and cooperative purchasing clause enabling other Mid-Atlantic public agencies to access the negotiated terms.
Bidders must demonstrate at least three years of experience within the last five years providing hauling, transportation, management, utilization, beneficial reuse, or disposal services for water treatment residuals, wastewater residuals, industrial residuals, or similar materials requiring environmental regulatory compliance. The contractor assumes full responsibility for environmental compliance, all permit violations, and associated fines. Insurance requirements include workers' compensation, commercial general liability, business auto liability, umbrella liability, and pollution liability coverage, with WSSC designated as additional insured and waiver of subrogation required.
Pricing is structured as all-inclusive unit prices by wet ton for each facility. At Patuxent, pricing encompasses residuals management ($10,000/wet ton), fuel adjustment clauses ($5.86/gallon), and hauling and disposal ($5,000/wet ton). At Potomac, tiered pricing applies: $20,000/wet ton for 0–1,000 tons monthly, $10,000/wet ton for 1,001–2,000 tons, and $5,000/wet ton for volumes exceeding 2,001 tons, with landfill disposal at $20,000/wet ton when pre-approved. A 4% performance incentive bonus applies to monthly invoices if uninterrupted operations are maintained; the bonus forfeits if solids processing shuts down due to contractor failure to unload the solids bin. All pricing must include mobilization and demobilization, fringe benefits, overhead, profit, and general administrative expenses. Economic price adjustments may be considered annually at WSSC's sole discretion, capped at ±10% per year, with requests due at least 60 days prior to the desired adjustment date.
The contract structure includes a three-year base term with one two-year option. WSSC intends to make a single award. The contractor must accept and manage all residuals regardless of fluctuations in annual or monthly quantities, solids content, or seasonal variations; WSSC provides estimated quantities for bidding purposes only and guarantees neither minimum nor maximum volumes. Questions are due June 24, 2026. Pricing must remain firm for the contract duration.
