Key service deliverables include direct financial assistance for minor home repairs, utility relief, and emergency preparedness supplies; housing education and counseling on foreclosure prevention and financial literacy; program outreach and engagement; and comprehensive reporting and compliance documentation. Prospective vendors must demonstrate a minimum of three years' experience in housing stability, community development, or social service delivery and must maintain qualified staff experienced in housing counseling, financial literacy, or case management. Proposals will be evaluated based on technical approach and methodology (25 points), experience and references (30 points), community engagement capability (15 points), schedule and capacity (10 points), and cost proposal (20 points). A non-mandatory pre-bid conference will be held virtually via Microsoft Teams on April 29th, 2026 at 10:00 AM EST, with a deadline for questions, answers, and clarifications of May 1st, 2026 at 3:00 PM EST. Electronic proposals must be submitted through BidNet Direct no later than May 15th, 2026 at 3:00 PM EST.
The contract will be awarded for one year with an option to renew for four additional one-year periods, with award decisions made within 90 days of bid opening. Local preference may be granted to businesses with a staffed, fixed physical location within College Park city limits for at least one year prior to proposal submission, provided their bid does not exceed the lowest non-local bid by more than three percent. There are no specific set-asides identified for disadvantaged enterprises in the available documentation. Insurance requirements include Workers' Compensation per Georgia law, Business Auto Policy with $1,000,000 minimum coverage, Commercial General Liability with $2,000,000 per occurrence, and Professional Liability with $1,000,000 per occurrence.
