About this opportunity

The City of Winter Park, Florida is requesting sealed bids for Residential Energy Audit Services under IFB 26-21, with questions due June 11, 2026 and electronic bids due June 22, 2026 at 2:00 p.m. through the City's e-Procurement Portal.

The scope encompasses comprehensive residential energy audits including combustion appliance testing, gas leak detection, blower door and thermal imaging analysis, visual inspections for mold and asbestos, dryer vent cleaning, duct leakage testing, window analysis, and lighting efficiency evaluation. The contractor must prepare detailed reports with recommendations for improvements and estimated costs and savings, schedule audits upon customer request, distribute and install items from a "Home Energy Efficiency Starter Kit," and partner with City Sustainability staff to develop educational and marketing materials.

The contractor must hold Professional Liability Insurance of $1 million, General Liability of $1 million per occurrence with $2 million aggregate, Workers' Compensation coverage, and Auto Liability of $1 million per person, with the City named as Additional Insured. Compliance with Florida's E-Verify requirements, sworn statements regarding public entity crimes and drug-free workplace policies, background checks for all personnel, and Title VI Civil Rights Act provisions are mandatory.

The City requests pricing for two line items: price per residential audit and price per Home Energy Efficiency Starter Kit installation. The contract term is thirty-six consecutive months from execution, with optional renewal for two additional 12-month periods not to exceed sixty months total, contingent on written consent of both parties and City Commission or City Manager approval. Payment terms are net thirty days from invoice receipt. Bid prices must remain firm for ninety days from opening. The City reserves the right to award to the lowest responsive, responsible bidder or reject any or all bids. The City may terminate the contract at any time with thirty days' written notice; three documented instances of deficiency constitute cause for termination for default.
