About this opportunity
Penn West University, part of the Pennsylvania State System of Higher Education, is seeking a prime contractor for a comprehensive roofing replacement project at its California Campus. The procurement involves replacing existing asphalt shingle roofs for six residential halls located at different addresses in California, PA. Specifically targeted are Guesman Hall, Residence Hall E, Johnson Hall, Residence Hall B, Carter Hall, and Smith Hall. The project requires a single Lead Prime Contractor who will be responsible for furnishing all labor, superintendence, materials, tools, and equipment to complete the construction to the university's satisfaction. A pre-bid conference and site visit are scheduled for March 18, 2025, at 10 AM, located at Dixon Hall, though attendance is not mandatory but highly recommended. Electronic bids must be submitted through PennBid by 3:00 PM EST on April 11, 2025, with all bidding documents available at no cost via the PennBid platform. Interested contractors must register on PennBid to access solicitation documents, receive updates, and submit confidential bids.
While specific set-aside designations are not explicitly mentioned in the procurement documents, the bidding process is open through a digital platform that ensures bid privacy and supplier confidentiality. Contractors will need to register on PennBid, which is a free process designed to streamline procurement. The project does not specify explicit restrictions on organizational types or disadvantaged enterprise requirements. No incumbent vendors or current contractors are identified in the documentation. The procurement appears to be a comprehensive replacement project covering six residential hall roofs, suggesting a significant infrastructure investment. Although a specific budget range is not disclosed, the extensive scope of replacing roofs across multiple buildings indicates a substantial potential contract value. Bidders are encouraged to submit questions through the PennBid platform's "Ask a Question" feature, with responses to substantive inquiries being posted publicly to ensure transparency in the procurement process.
