About this opportunity

Elizabeth City State University, a public institution within the University of North Carolina system, is requesting proposals for 24-hour security guard services in five campus residence halls with a deadline of November 2, 2026 at 2:00 p.m. ET, and a mandatory pre-proposal site visit on October 22, 2026. Failure to attend the site visit results in proposal disqualification.

The scope covers routine security services including building security, gate monitoring, patrols, emergency assistance, and policy enforcement across five residential facilities housing 1,056 students combined. The University requires between seven and ten total security personnel across all shifts daily, priced on a per-person, per-hour basis for daytime (8:00 a.m. to 11:59 p.m.), overnight (12:00 a.m. to 8:00 a.m.), emergency, and holiday shifts.

Vendors must be registered with the North Carolina Secretary of State and eVP portal, provide financial stability certification, submit at least three customer references, and arrange criminal background checks for all personnel at vendor expense within 90 days of contract effective date. All security personnel must wear company-branded uniforms and university-issued identification badges, maintain professional appearance standards, and comply with a zero-tolerance alcohol and drug policy. Personnel are prohibited from carrying weapons or fraternizing with students; the University reserves the right to prohibit specific employees based on background check results or demonstrated risk.

The contract term is three years with the University retaining the right to extend for up to two additional one-year periods (maximum five years total) or terminate at any time with or without cause upon written notice. Evaluation criteria, ranked in order of importance, are Vendor Technical Approach, Vendor Qualifications, Vendor Experience, and Pricing. Written questions are due October 27, 2026, with responses provided October 30, 2026. Contract award is anticipated by November 30, 2026.
