About this opportunity
ChildCareGroup is requesting quotes from consultants or firms to provide research, outcomes measurement, evaluation, and reporting support for the ELITE (Early Learning Intervention Training and Education) program, with proposals due September 9, 2026, and questions due September 2, 2026.
The ELITE Initiative, funded by the Texas Workforce Commission, covers statewide training and technical assistance to all 28 local workforce development boards and childcare programs across Texas serving children with disabilities and children exhibiting challenging behaviors. The consultant will support outcomes measurement, data collection, analysis, and reporting for 16 training courses for childcare programs and 8 training courses for boards. Core tasks include project kickoff and document review, outcomes and measures framework review, survey and assessment development refinement, data collection procedures review, data analysis and outcome measurement, reporting support, dashboard and data dictionary support, and knowledge transfer. Respondents must demonstrate knowledge of research methods, advanced statistics, outcomes measurement frameworks, program evaluation, survey design, and grant reporting, with preferred experience in early childhood education, inclusion practices, disability supports, and workforce development.
MBE/WBE/HUB certifications are weighted at 30% of the evaluation criteria; understanding of ELITE outcomes and measures comprises 20%; technical approach and methodology quality accounts for 25%; deliverable quality and usability represents 10%; and cost reasonableness is 15%. Pricing must be submitted by task with estimated hours, hourly rates, and extended costs — fixed-fee pricing is not acceptable. Prices must remain firm for the initial contract term, with price escalation requests considered only at renewal. The contract term is one year with a grant end date of April 30, 2027, and a final report due by May 30, 2027. Respondents must provide at least two references for similar work and sample work products with confidential information removed. Optional add-ons may be proposed separately, including logic model refresh, dashboard build, qualitative interviews, or extended evaluation support. ChildCareGroup is tax-exempt and will not pay federal excise, transportation, or state and local sales taxes. Monthly invoices are due within 30 days.
