About this opportunity

The California Department of General Services, Real Estate Services Division, Project Management and Development Branch is requesting qualifications from architectural and engineering firms to provide design services for the Los Alamitos Battalion Headquarters Readiness Center at Joint Forces Training Base Los Alamitos in Orange County, California, with qualifications due October 9, 2026 at 5:00 p.m.

All work must be performed under the direction and approval of a design professional or contractor licensed in the State of California. The selected firm and all subcontractors are precluded from participating in any construction or competitively bid contract work on this project. All work is subject to prevailing wage requirements under California Labor Code Section 1774 and Department of Industrial Relations compliance monitoring. Bidders must disclose any intended use of Generative Artificial Intelligence in completing deliverables or any material aspect of contract performance.

The scope encompasses professional architectural and engineering design across Preliminary Plans, Working Drawings, and Construction phases for a new approximately 59,000-square-foot, two-story facility. Integrated engineering services include civil, structural, mechanical, electrical, plumbing, fire protection, telecommunications, security electronics, geotechnical, environmental, and sustainability disciplines. Site development covers approximately 5.6 acres with demolition of remnant Navy housing, fire-access roadways, potable water and sewer extensions, storm drainage, electrical feeder intercepts, EV-capable parking, vehicle parking on reinforced concrete, and landscaping. The facility must meet Department of Defense Unified Facilities Criteria, Antiterrorism/Force Protection standards, California Title 24, and LEED v5 Gold certification while addressing geotechnical conditions including shallow groundwater, liquefaction susceptibility, and corrosive soils.

The estimated construction cost is approximately $99,579,000 with a five-year contract duration. Statements of Qualifications must be submitted electronically using Federal Form SF330. Typically, three firms will be selected for interviews, with one firm ultimately selected to submit a fee proposal with hourly rates for specific employee classifications, followed by state negotiation of fixed rates. Evaluation criteria include firm and personnel experience, resource availability, sustainability expertise, public works capabilities, problem-solving ability, and experience with California Military Department projects. Ten percent retention will be held for all progress payments.
