About this opportunity

The California Department of General Services, Real Estate Services Division is requesting qualifications for retained environmental services across Northern, Southern, and Coastal regions statewide under RFQ RESD-PMDB 2026-02, with SOQs due August 28, 2026 at 5:00 p.m.

The state will award separate multi-year retainer agreements for each of the three geographic regions, each with a maximum value of $6,000,000 over up to five years on a fixed-rate basis. All work must be performed under approval of a design professional or contractor licensed in California. Services include CEQA and NEPA compliance, environmental assessments, permitting support, cultural resources evaluations, air quality and noise analysis, traffic and transportation studies, and public participation support for state development projects.

Submission requirements include a letter of interest, executive summary, Federal Form SF330 qualifications documents, current state business registration, small-business or disabled-veteran-business-enterprise certifications if applicable, California civil rights compliance documentation, Department of Industrial Relations contractor registration, and Darfur and Iran contracting certifications. Ten percent retention will be held on all progress payments, with escrow accounts required when retention exceeds $10,000.

Evaluation criteria include firm experience, principal qualifications, key personnel credentials, resource availability, collaboration capabilities, problem-solving ability, and environmental compliance expertise. Selected firms will participate in interviews following SOQ evaluation. Individual task orders will be issued on an as-needed basis with scopes and fees negotiated using rates specified in the retainer agreement; however, the state provides no guarantee of actual task order volume. New task orders may only be issued during the first thirty-six months of the five-year agreement term. All contractors must comply with prevailing wage requirements, Department of Industrial Relations labor compliance monitoring, and must disclose any intended use of generative artificial intelligence in project deliverables.

Submissions are made electronically via Box.com portal. Complete RFQ documentation is available on the California eProcure website (California State Contracts Register).
