About this opportunity

The United States Department of Agriculture Animal and Plant Health Inspection Service (USDA APHIS) is requesting quotations for electrical contracting services to reroute power supply at the Phoenix Rearing Facility, with quotations due August 14, 2026, and a site visit scheduled for July 23, 2026. This solicitation is set-aside exclusively for small business concerns under NAICS 238210 (Electrical Contractors and Other Wiring Installation Contractors).

The scope requires a licensed electrician to remove a 2-inch conduit tripping hazard and reroute 240-volt 3-phase supply power and control wires overhead to a mixing blender. The breaker panel is located in an adjacent room requiring new conduit installation through a wall. The control wire panel is within 10 feet of the mixing blender. The government prefers rigid conduit with sealed connections to prevent electrical arcing. The facility processes wheat and soy, generating fine dust particles that can become highly flammable; a dust-collection system mitigates most particles. Place of performance is the Phoenix Rearing Facility, 3645 East Chipman Road, Phoenix, Arizona.

The project magnitude is under $25,000, with a firm fixed-price award anticipated. The contract performance period is 30 days after Notice to Proceed. Award will be made to the lowest price, technically acceptable offer. Offerors must submit detailed pricing, a comprehensive technical proposal demonstrating ability to meet all requirements, and past performance information. Performance bonds are not required, and prices must remain firm for 90 days from the quotation due date. Questions are due July 29, 2026, at 12:00 PM Central Time. The contracting officer is Erick Plamann (erick.plamann@usda.gov). Solicitation number is 12639526Q0224; contract number is APHIS-MN-126395.

Reroute Power Supply a licensed electrician remove the 2 conduit tripping hazard and reroute the supply power and control wires overhead to the mixing blender. The breaker panel for the 240-volt 3 phase supply power is located in the next room where the electrician will have to run new conduit through a wall to the mixing blender. The control wire panel is located within 10 feet from the mixing blender. We prefer that the electrician uses rigid conduit and seals all connections to prevent electrical arching. We do have fine dust particles from wheat and soy which can become highly flammable. The kitchen possesses a dust collecting system which gathers most of the dust particles.
