About this opportunity
The New York City Housing Authority (NYCHA) is requesting quotes for installation of vinyl composition floor tile in apartments across eleven Manhattan developments (LaGuardia, Rutgers, Smith, Vladeck, Baruch, Gompers, Wald, Chelsea, Fulton, Lower East Side, and Riis Houses) under RFQs 522136–522146, with bids due August 7, 2026. Bidders must be pre-qualified as an "Approved Supplier" on the NYCHA-Tile Pre-Qualification List (PQL) to be eligible for award — a gating requirement. A mandatory Davis-Bacon prevailing wage schedule applies; all bidders and identified subcontractors must hold New York State Department of Labor Article 8, Section 220-i registration certificates as of December 30, 2024.
NYCHA intends to award a series of eleven separate requirement contracts, one per development. A limiting award provision restricts Step 1 awards to one contract per individual contractor among the lowest responsive and responsible bidders. Step 2 allows NYCHA, in its sole discretion, to award up to one additional contract to a contractor that has reached the maximum Step 1 allocation. Each contract carries a three-year initial term from the award date or Notice to Proceed, with NYCHA holding options to extend for up to two additional one-year renewal periods. No bid security is required.
Section 3 Resident Employment Opportunities and Minority and Women-Owned Business Enterprise plans must be submitted via eComply no later than bid submission. A non-mandatory virtual pre-bid conference is scheduled for June 17, 2026, at 2:00 p.m. via Microsoft Teams. Questions are due June 22, 2026, at 2:00 p.m., with responses released June 26, 2026, at 2:00 p.m. If no responses are received by the original August 7 deadline, the deadline automatically extends for seven calendar days.
