About this opportunity

The Maine Department of Transportation is requesting bids for the purchase of three gasoline-powered vibratory reversible plate compactors, with bids due October 31, 2007. In-state bidders and bidders offering Maine-manufactured products receive preference in case of tied bids.

The compactors are intended for aggregate material compaction and must meet detailed specifications: operating weight of 600–650 pounds, adjustable handle height of 30–48 inches, maximum width of 30 inches, minimum centrifugal force of 7,000 pounds, vibration frequency of at least 4,000 vpm, and forward and reverse travel speeds of minimum 70 feet per minute. Engines must be air-cooled, single-cylinder, 4-stroke gasoline (Honda preferred) with minimum 8 horsepower, automatic oil shutoff, 1.5-gallon fuel tank capacity, and dual element air cleaner. All bid items shall be the manufacturer's current or 2007 listed stock model meeting or exceeding specifications, with all materials new.

Delivery is to MaineDOT Fleet Service in Augusta, Maine, with all shipping and delivery costs included in the bid price. Successful bidders must provide complete parts manuals (2 copies), service manuals (2 copies), operator's manuals (2 copies), specification sheets, and a parts and service availability proposal demonstrating ability to maintain or access parts inventory within Maine with 95 percent availability within 48 hours and expendable items within 24 hours. A complete parts list with manufacturer's part numbers and paint code specification must be provided prior to delivery. Manufacturer standard warranty applies beginning on the in-service date, with MaineDOT retaining the right to perform in-house warranty work except for major engine, transmission, and axle rebuilds, billed to the manufacturer.

Awards will be made to the best value, responsible bidder based on quality, conformity with specifications, delivery date, and ultimate cost to the state. All bids must be submitted electronically; late submissions are not accepted. Federal and Maine state sales and use taxes should be excluded from quotes.
