Request of proposals for the lease of a residential facility in El Paso County

The Texas Juvenile Justice Department (TJJD) is issuing a Request for Proposals (RFP) for the lease of an 18-30 bed residential facility plus office space, within a minimum of 4,500 square feet, to be used as a Community Transition Center for TJJD Youth in El Paso County, Texas or the surrounding area. The initial lease term is for 5 years with three 5-year renewal option periods, and TJJD requires a 30-day transition period from the current location to the new awarded location. Proposals are due by 2:30 pm CT on September 13, 2022, and TJJD expects the service to commence on February 1, 2023. The RFP outlines specific requirements for the facility, including location, accessibility, environmental factors, security, and building condition. Respondents will be evaluated based on price (35%), location (35%), experience/financial condition/references/history with the state (10%), and facility condition (20%). TJJD reserves the right to negotiate with the top-ranked respondent and will award the contract to the respondent that offers the best value.

The RFP specifies that respondents must submit a HUB Subcontracting Plan, indicating that this opportunity may be set aside for or include participation from Historically Underutilized Businesses (HUBs). The RFP does not mention any incumbent vendors or current contractors, nor does it provide any information about existing infrastructure or technology that may require integration. The RFP also does not specify a budget range or award value.
