About this opportunity
Talbot County, Maryland is seeking qualified consulting firms to conduct a comprehensive wastewater utility system cost-of-service analysis through a Statement of Qualifications procurement process. The primary objective is to develop a fixed rate structure for the county's sewer utilities that ensures revenue stability, follows cost-of-service principles, and provides clear, administratively simple billing mechanisms. Key deliverables will include a detailed analysis of current rate structures, examination of debt service billing for capital projects, and a recommendation for consolidating existing rate classes. The procurement will follow a two-step selection process: first, firms will submit qualifications, and then a short-listed group will be invited to provide separate cost proposals. The county intends to award the contract to the lowest responsible and responsive bidder. The solicitation was posted on February 14, 2025, with responses due by March 12, 2025, giving potential respondents approximately 26 days to prepare and submit their qualifications and subsequent cost proposals.
While no specific set-aside designations or restrictions on respondent types were explicitly mentioned in the procurement documents, the complexity of the project suggests that respondents will need significant expertise in municipal utility rate structuring and financial analysis. The scope requires deep understanding of wastewater utility cost allocation, rate design principles, and municipal financial management. No incumbent vendors were identified, and no specific budget range was provided in the solicitation. The project appears focused on creating a sustainable, transparent rate structure for Talbot County's sewer utilities, with an emphasis on developing a fixed-rate model that can be easily administered by county staff while ensuring long-term financial sustainability for the utility system.
Opportunity text
The Scope of Work for the project consists of developing a comprehensive wastewater utility system cost-of-service analysis for wastewater utilities owned by Talbot County, Maryland. Talbot County ("the County") desires to conduct a cost-of-service analysis and develop a fixed rate structure based on this analysis. Since the County owns and operates only sewer utilities, the rate structure must be fixed and cannot be based on water usage. If appropriate, the new rate structure should consolidate the existing rate structure. The rates must be clear and understandable, easily administered by County staff, follow cost-of-service principles, and provide revenue stability. The study should also analyze how the debt service for capital projects is billed and how different rate classes are accounted for. The County intends to create a short list of qualified firms who will then be asked to provide a separate cost proposal for the included scope of work. It is the intent that the basis of the award for the cost proposal will be to the lowest responsible and responsive bidder.
