About this opportunity

The Wisconsin Department of Natural Resources (WDNR), specifically the Office of Great Waters (OGW), is seeking Statements of Qualifications from environmental engineering consultants for the Fish Creek Slough Culvert Installation project in Ashland County. This Request for Qualifications (RFQ) focuses on developing restoration design plans to re-establish the hydraulic connection between Lake Superior and wetlands at Long Bridge, which are currently separated by an abandoned roadway. The project will be implemented in two phases, with the current RFQ covering Phase 1, which involves creating a feasibility assessment and design plans to restore site hydrology and wetland characteristics. Required deliverables include field investigations, topographic surveys, wetland community assessments, hydrologic and hydraulic modeling, floodplain modeling, and preparation of final construction plans and specifications. Consultants must demonstrate expertise in coastal wetland restoration, surveying, and modeling. The key project timeline includes a Statement of Work completion by February 2018, field surveys and design alternatives by July 2018, a project team presentation in August 2018, and final deliverables due by December 30, 2018. Statements of Qualifications were due by close of business on January 17, 2018, with top-ranked firms potentially invited to submit formal proposals and participate in interviews scheduled for February 14-15, 2018.

The contract is partially funded by a U.S. Environmental Protection Agency grant and requires consultants to make significant efforts to award a minimum of 5% of work to minority business enterprises, with mandatory reporting on such awards. Insurance requirements include worker's compensation coverage, commercial liability insurance of at least $1,000,000, and motor vehicle insurance of at least $1,000,000 per occurrence. The project is subject to federal regulations 2 CFR 200.338 & 200.339, and no copyrighted materials may be developed under the contract. While a specific award value is not explicitly stated, the comprehensive scope and federal grant involvement suggest a substantial project budget. The WDNR reserved the right to reject any and all proposals and will not negotiate contract terms and conditions, though cost and scope negotiations may occur with top-ranked proposers following formal proposal submissions and interviews. Consultants were required to submit a comprehensive PDF document including specific sections such as a letter of transmittal, firm profile, qualifications, and related experience demonstrating their capabilities in the required technical domains.

Opportunity text

The Office of Great Waters (OGW) at the Wisconsin Department of Natural Resources (WDNR) is seeking Statements of Qualifications from qualified consultants for environmental engineering services to develop a restoration design plan that will restore site hydrology and wetland characteristics of Fish Creek Slough per the attached document.

Fish Creek and its sloughs constitute one unit of the State of Wisconsin's South Shore Lake Superior Fish and Wildlife Area. The goal of the property group is to enhance the stream and coastal habitat and to provide public recreation and education opportunities. The drowned mouth of Fish Creek and its associated wetlands occupy the head of Chequamegon Bay. In the area locally known as Long Bridge, an abandoned road severs the connection between a portion of the slough and Lake Superior. While no longer used by vehicles, the raised roadbed provides walk-in access to public land. The goal of this project is to re-establish the hydraulic connection between Lake Superior and the wetland inshore of the roadbed to allow water level fluctuation. Properly sized and placed culverts may restore the hydraulic connection between the wetland and Lake Superior's Chequamegon Bay.

The overall project will be implemented in two phases. This RFQ is for phase 1 of the project. Phase 1 of the project to develop the design plans that will restore site hydrology and wetland characteristics of the nearby Fish Creek Slough. Phase I will include evaluating existing data and conducting field surveys as needed to create a feasibility assessment illustrating the size and contour of the reconnected wetland at typical water levels in Lake Superior. Phase 2 of the project will include implementation of the selected restoration approach. The contract for the selected engineer may be extended to assist in bid document preparation and engineering oversight for the implementation of phase 2 of the project.

Contractors must submit their completed RFQ packages by email in a single .pdf document to Richard Straub, WDNR Purchasing Agent, at richard.straub@wisconsin.gov. Bids must be submitted by close of business on Wednesday, January 17, 2018 to be considered. Late or incomplete RFQ packages will be rejected.
