About this opportunity
The Alaska Legislative Affairs Agency is seeking window cleaning services for multiple buildings within the State Capitol Complex in Juneau through Request for Quote (RFQ) 688. The solicitation covers comprehensive interior and exterior window cleaning for six distinct facilities, including the State Capitol Building, Terry Miller Legislative Office Building, Thomas Stewart Legislative Office Building, Legislative Finance Office Building, Assembly Building Apartments, and associated areas like the sky bridge and parking garage. Contractors must provide two complete window cleaning services annually, with the first cleaning scheduled between October 1, 2025, and January 5, 2026, and the second between March 1, 2026, and April 30, 2026. Bidders are required to have a minimum of three years of experience providing similar services in the Juneau area and must possess all necessary licenses and permits. The agency will evaluate bids based solely on the lowest total bid price from a responsive and responsible bidder, with pricing structured as flat rates for each building. A non-mandatory site visit is scheduled for September 8, 2025, at 10:00 a.m. in the State Capitol ground floor lobby, and final bids are due by September 19, 2025, at 2:00 P.M. Alaska Time.
The contract will have an initial term of approximately three years, from September 30, 2025, through September 30, 2028, with the Agency retaining the option for three additional one-year renewals. Potential price adjustments of up to 3% may be considered during renewal periods, subject to Agency approval. Contractors must provide comprehensive insurance coverage, including workers' compensation, comprehensive general liability, and commercial automobile liability, with specific minimum coverage limits and additional insured provisions. While no specific set-aside designations for disadvantaged enterprises were explicitly stated, the RFQ emphasizes the need for experienced and qualified contractors. The contract does not specify an exact budget range, but bidders will be required to submit per-service rates multiplied by two services per year. The total proposed contract prices will be used for bid evaluation and establishing contract prices, indicating a potential multi-year contract value that would depend on the final negotiated rates.
