About this opportunity
The Hudson River Park Trust is soliciting quotes for parkwide pest inspection, monitoring, and extermination services through an RFQ due November 19, 2026, at 3:00 p.m. This is a discretionary procurement open only to New York State MWBE- or SDVOB-certified firms. Responses go by email to Matt Post, AVP of Horticulture and Maintenance, at mpost@hrpt.ny.gov, who also takes written questions there. A site visit is strongly encouraged.
Qualified respondents must have at least three years of professional integrated pest management experience with industrial, commercial, and institutional accounts immediately before responding, and must hold a current Pesticide Business Registration from the New York State Department of Environmental Conservation. The form of contract also calls for structural and rodent control certifications.
The scope covers IPM for rats, mice, cockroaches, ants (excluding carpenter ants), silverfish, and other arthropod and vertebrate pests across Hudson River Park, which runs from north of Chambers Street to 59th Street on Manhattan's west side. Birds, bats, termites, carpenter ants, wood-destroying organisms, mosquitoes, and outdoor vegetation-feeding pests are excluded, though the Trust may manage them at additional cost. Deliverables include a one-time initial comprehensive baiting and inspection in the first month, monthly baiting, inspection, and monitoring, detailed service reports, emergency response within 24 hours of request, and personnel in distinctive uniforms. The park has 12 bait stations at Pier 40 and 94 parkwide and at other facilities.
The contract runs five years, from January 1, 2027, through December 31, 2031. The maximum contract price is determined by the selected contractor's fee schedule. Fee Exhibit 2 requires line items for initial service at Pier 40 and parkwide facilities, monthly service, emergency flat-rate service, and additional bait box charges across all five years. Selection weighs the fee schedule at 60 percent and experience and references at 40 percent.
Dynamic Pest Control, Inc. and Abalon Exterminating Company, Inc. are identified as previous contract holders for substantially similar services. Contractors must carry the insurance detailed in Appendix D and comply with New York State Standard Clauses for Contracts.
