About this opportunity
MassWildlife is requesting quotes for vegetation monitoring baseline plot implementation on two Wildlife Management Areas, with quotes due September 1, 2026 at 1:00 p.m. EST. The Small Business Purchasing Program (SBPP) participation is required; SBPP-registered businesses with a principal place of business in Massachusetts that meet best-value criteria will receive award preference.
Vendors must be pre-qualified under the Natural Community, Restoration, Natural Resources Mapping & Management Planning category. The scope involves establishing 18 permanent baseline monitoring plots (9 at Montague Plains WMA and 9 at Frances A. Crane WMA) across grassland, shrubland, open canopy woodland, and successional forest communities. Field work includes implementing line-point intercept sampling along four transects per plot, documenting plant inventory metrics with species codes and cover classes, establishing durable plot markers with submeter-accuracy GPS georeferencing, soil profile characterization, and standardized photograph documentation. Field data collection must be completed by September 30, 2026 at Montague Plains and October 15, 2026 at Frances A. Crane, with all final deliverables—complete datasets, GIS spatial data, digitized vegetation spreadsheets, field data sheets, plot photographs, and a final report—due by December 4, 2026. Vendors must submit resumes of all principal investigators and field staff.
The estimated base contract value is up to $30,000 for the 18-plot base bid, with an alternate bid option for 6 additional plots (3 at each location). All project costs must not exceed the stated maximum obligation amount. The estimated contract start date is September 3, 2026, contingent on negotiations and issuance of a Notice to Proceed. All deliverables become Commonwealth property.
Evaluation allocates 50 points to vendor qualifications and experience (including understanding of vegetation sampling, proven field and data-management experience, statistical-analysis capability, and knowledge of Massachusetts flora), 20 points to proposal completeness and managerial approach, and 20 points to price competitiveness. Site visits to both WMAs are encouraged.
