About this opportunity

The Idaho Department of Juvenile Corrections is requesting quotes for an on-line certifications software program under RFQ 1439, with written questions due September 18, 2026 and quotes due September 25, 2026. The solution must be a Consumer Off the Shelf (COTS) or Software as a Service (SaaS) offering; custom software development is not accepted. Configuration, if required, must be completed within 60 calendar days at no charge to IDJC using no more than 10 hours of IDJC staff time.

The program must deliver 14 Employability Skills courses totaling approximately 20 hours of instruction and 10 OSHA 10-Hour courses across construction, general industry, healthcare, agriculture, cosmetology, manufacturing, culinary, automotive, veterinary, and public safety/emergency medical services. IDJC estimates approximately 100 students annually will enroll and anticipates purchasing 300 OSHA courses and one license each for Employability Skills and Start Safe Stay Safe annually, though no enrollment numbers are guaranteed. The software must be hosted off-site on contractor-owned systems with 98% uptime or greater, support multiple devices and operating systems, comply with WCAG 2.1 Level AA accessibility standards, and maintain data security with IDJC designated as data owner. Data transfer must be secured and destruction certificates provided within 90 days of contract termination.

The contractor must obtain cyber liability insurance with minimum limits of $5,000,000 per occurrence and in the aggregate, and list the State of Idaho as an additional insured. Commercial General Liability and Workers Compensation insurance are required. Unlimited phone and email support must be available Monday through Friday, 9:00 a.m. to 5:00 p.m. Mountain time, with two-hour response times.

The initial contract term is one year with potential renewal and extension options available by mutual agreement, not to exceed five years total. Pricing must be submitted as firm and fixed amounts on Exhibit B, fully burdened including overhead, salaries, administrative expenses, travel, lodging, profit, and out-of-pocket costs. Line items include implementation, training within 10 business days of implementation completion, and annual pricing through Year 5. Prices shall not increase during the initial term or renewal terms unless supported by evidence of cost increases beyond the contractor's control. The contract is funded through federal sources; the State reserves the right to terminate if federal funding is withdrawn, frozen, or reduced. Award will be made to the lowest responsible bidder under Idaho Code.
