About this opportunity

Garfield County, Colorado (on behalf of the Colorado Department of Corrections' Colorado Correctional Industries Print Shop) is requesting quotes for NCR roll stock paper supplies, with quotes due July 2, 2026. The award will be structured as Letters of Agreement with selected vendors allowing periodic orders throughout a one-year initial term with potential renewal periods.

The scope covers five line items of carbonless roll stock paper, all 40-inch outer diameter with 3-inch core and 15.5-inch width, in varying basis weights and colors: 26-pound white NCR with black printing, 14.5-pound canary Nekoosa CFB, 15-pound canary Nekoosa CF, 14.5-pound pink Nekoosa CFB, and 22-pound goldenrod Universal CF. Delivery is to the Denver Women's Correctional Facility warehouse, Monday through Friday, 8:00 a.m. to 2:00 p.m. MST, excluding state holidays. All delivery drivers must pass a CDOC criminal background check and sign a Consent to Search Authorization form. Packaging must be plastic (preferably clear), delivered on pallets, free of glass or metal, and alcohol-free. Product substitutions and back orders are prohibited without prior written consent.

Pricing must be submitted on a per-roll unit cost basis with all costs fully inclusive of freight and shipping; bidders must absorb transportation costs. One annual price increase is permitted after the initial one-year term, subject to written justification and CDOC approval. Deliveries should be made by truck when feasible, otherwise by UPS or FedEx. Samples may be requested at the bidder's expense for quality and equipment compatibility verification.

Bidders must complete all required exhibits including vendor information forms, W-9, non-conflict of interest certification, contract performance disclosure, and proof of required insurance. Vendors must confirm Colorado Secretary of State registration and disclose any prior contract defaults or litigation against the State of Colorado.
