About this file

This is a Statement of Work and Specifications document issued by the Colorado Department of Corrections (CDOC) Colorado Correctional Industries (CCI) Print Shop for Request for Quote (RFQ) 2026000007 regarding NCR Roll Stock Paper. The RFQ seeks vendors to supply roll stock paper items in specified sizes (40" diameter with 3" core, no end rolls) to support the operations of the CCI Print Shop located at the Denver Women's Correctional Facility. The print shop operates as a full printing factory supporting offender work experience, skill development, and job training programs. Bidders may submit quotes for any or all items listed in Exhibit D – Price Quote, and samples may be requested by CCi Print Shop staff at the bidder's expense for quality evaluation and equipment compatibility verification. The award will be structured as Letters of Agreement with selected vendors, allowing the program to place periodic orders as needed throughout the award period. The initial contract term is one year, with provisions for potential renewal periods.

Pricing must be submitted on a per-roll unit cost basis and is considered all-inclusive with no additional freight or shipping charges approved or reimbursed; bidders must account for transportation costs in their quoted prices. One price increase is permitted annually after the initial one-year term, subject to written justification and approval from CCi Print Shop staff based on current market rates. Deliveries should be made by truck when feasible, otherwise by UPS or FedEx, to the Denver Women's Correctional Facility Warehouse during business hours (8:00 a.m. to 2:00 p.m. MST, Monday through Friday, excluding specified state holidays). All delivery drivers must pass a CDOC criminal background check and sign a Consent to Search Authorization form. Product substitutions are not permitted without prior written consent, back orders are not allowed, and packaging must be exclusively plastic (preferably clear), delivered on pallets, free of glass or metal, alcohol-free, and engineered to withstand high-altitude transportation. Bidders must complete all required exhibits, provide company background information, confirm compliance with accessibility requirements, verify Colorado Secretary of State registration, and disclose any prior contract defaults or litigation against the State of Colorado.
