About this opportunity

The Oregon Department of Human Services Shared Services, Office of Contracts and Procurement, is requesting quotes for the provision, installation, and maintenance of whole-home nitrate filtration systems serving three sites within the Lower Umatilla Basin Groundwater Management Area, with quotes due June 10, 2026 at 3:00 p.m. Pacific time and services to commence by July 1, 2026.

The scope encompasses a one-year pilot program at three sites in Morrow and Umatilla Counties — one single-family home, one multi-generational home, and one shared well system serving two to three homes — with potential locations including Boardman, Irrigon, Hermiston, and Umatilla. The selected contractor must provide complete turnkey design, equipment, permitting, installation, and ongoing maintenance. Systems must reduce nitrate levels to 10 mg/L as nitrogen (EPA Maximum Contaminant Level standard), treat influent concentrations of at least 20 mg/L, include waste-handling and disposal mechanisms to prevent reintroduction of nitrates into local groundwater, and deliver water quality testing at commissioning and quarterly throughout the pilot period. Installation must be completed within 60 days of purchase order issuance. The contractor is responsible for all required permits, compliance with state and local regulations, electrical and plumbing integration, and consumable replacement over the one-year contract term.

The agency reserves the right to purchase additional goods up to an accumulative amount of $250,000. Pricing must be quoted on the provided quote sheet for a single line item covering all three sites plus shipping and handling, with all pricing held firm for 90 days. Shipping must be fully loaded and FOB destination. Award will be made to the lowest responsive responsible bidder. Responses must include a completed W-9 form and agreement to State of Oregon terms and conditions. No bidders' conference or site visit is scheduled.
