About this opportunity

The Idaho Department of Juvenile Corrections is requesting quotes for weighted blankets under RFQ 1446, with quotes due October 6, 2026 at 5:00 p.m. Mountain Time and written questions due September 29, 2026 at 11:59:59 p.m. Mountain Time.

The scope covers three line items across two facilities: 15-pound blankets measuring 60" × 80" and 20-pound blankets measuring 60" × 80" for the Juvenile Correction Center in Lewiston (estimated annual quantities of ten and ten units respectively), and 15-pound blankets measuring 48" × 72" for the Juvenile Correction Center in Nampa (estimated annual quantity of sixty-five units). Weighted blanket covers may also be ordered. All blankets must feature glass microbeads or non-toxic, difficult-to-weaponize cotton filling; secure stitching to prevent pellet shifting; polyester or canvas duvet covers with temperature-regulating properties; machine washability; and neutral colors such as gray or dark blue.

IDJC has historically procured weighted blankets from Walmart and Amazon at an average of $38.00 per blanket, and the department's budget cannot be stretched significantly beyond this amount. Pricing must be fully burdened to include all costs with freight prepaid F.O.B. Destination to the specified locations. No other fees or charges beyond those quoted are permitted. Award may be made on an all-or-none basis to the lowest-cost responsive, responsible vendor for both facilities, or separately by individual juvenile correction center at IDJC's sole discretion.

The contract term is not anticipated to exceed five years including all renewal options, with renewal possible upon mutual written agreement. The contractor must deliver within thirty calendar days of order placement and maintain first-rate quality standards. Rejected items require pickup within seventy-two hours at contractor expense. Proof of required insurance — Commercial General Liability and Commercial Automobile Liability with minimum limits of $1,000,000 each, plus Workers Compensation and Employer's Liability — must be provided within five business days of contract award, naming the State of Idaho and IDJC as additional insureds. Vendors must acknowledge the State of Idaho's No Public Funds for Abortion Act compliance requirements. IDJC reserves the right to request samples from the apparent successful vendor within eight business days of notification, delivered at no cost to IDJC, and to reject backordered items not delivered within thirty days.
