About this opportunity
The City of Statesboro is requesting proposals for engineering design services to address recurring stormwater flooding at Chandler Road and Olympic Boulevard, with proposals due August 6, 2026 and a mandatory virtual pre-submittal conference on July 23. The scope requires civil engineering and land surveying firms to identify drainage conveyance limitations, perform surveying and utility/right-of-way assessment, conduct drainage basin modeling, and deliver construction-ready plans.
Work is divided into two phases. Phase 1 (Concept Phase, three months from Notice to Proceed) delivers topographic surveys, concept and 30% design plans, utility and right-of-way conflict identification, and preliminary cost estimates. Phase 2 (Final Design Phase, six months from Notice to Proceed) delivers 60%, 90%, and final design plans; hydrology studies; right-of-way revisions; easement staking; and final cost estimates for construction bidding. Design shall conform to AASHTO, MUTCD, Georgia Department of Transportation Drainage Design Policy Manual, and GDOT Standards and Specifications, with final plans submitted in GDOT Plan Presentation Guide format.
Evaluation uses a 100-point scale: experience with similar projects (25 points), qualifications of key staff (25 points), project approach and technical methodology (40 points), and past experience (10 points). Proposals must include firm qualifications and E-Verify affidavit compliance; project manager and key staff credentials; prime consultant experience with project references; and separate sealed cost proposals for Phase 1 and Phase 2 on a time-and-materials basis. Page limits apply with strict disqualification for non-compliance.
The selected firm must maintain professional malpractice insurance of at least $1 million per occurrence, commercial general liability insurance with $1 million per-occurrence and aggregate limits, and motor vehicle liability insurance. All contractors must comply with O.C.G.A. 13-10-91(b)(1) E-Verify requirements and register with the federal work authorization program.
