About this opportunity
Granville County Economic Development in North Carolina is conducting a qualification-based selection process for engineering and professional services related to the Triangle North Granville Selectsite project. The procurement seeks firms to perform comprehensive due diligence documentation for an approximately 500-acre site, with specific deliverables including a Phase I environmental assessment, preliminary wetland and stream determination, threatened and endangered species report, historical and cultural resource review, buildable area map, Alta survey, title opinion, jurisdictional determination, riparian buffer determination, noise feasibility study, existing utilities mapping, traffic impact analysis, and labor market analysis. Proposing firms must be licensed in North Carolina and members in good standing within their professional licensing organizations, with demonstrated experience working with local governments. The Request for Qualifications (RFQ) requires firms to provide general engineering services such as project development, management, grant writing, engineering analysis, surveying, design, permitting, and construction management. Proposals are due on July 25, 2025, at 3:00 pm EST, with an anticipated contract award in July or August 2025.
The county explicitly encourages proposals from small, minority, veteran-owned, and woman-owned firms, and allows multi-firm teaming with subcontractors. Firms without all in-house services can include subcontractors as part of their project team. Contract awards will be negotiated based on demonstrated competence and qualifications, with fees determined on a project-by-project basis through fixed fees, percentage of construction cost, or time and materials with a "Not-to-Exceed" amount. The county seeks firms experienced with diverse funding sources including SBA, Golden LEAF Foundation, NC Department of Commerce, NC DOT, EDA, ARPA, and FEMA, and requires strict compliance with state and federal regulations. While specific budget ranges are not explicitly stated, the comprehensive scope of services and the 500-acre site suggest a potentially significant project investment. All necessary staffing, management, supervision, materials, equipment, and supplies must be provided by the selected firm(s) to complete the identified services.
