About this opportunity
The City of Conyers, Georgia has issued a Request for Qualifications (RFQ) seeking engineering design services for a transportation alternatives project (TAP) focused on sidewalk improvements along Green Street. The project will extend approximately 0.78 miles from the western city limits to West Avenue, with the primary objective of constructing new ADA-compliant sidewalks and replacing existing non-compliant infrastructure. Specific project requirements include retaining wall construction, drainage upgrades, driveway apron replacements, and utility relocation. Qualified engineering firms must be prequalified by the Georgia Department of Transportation (GDOT) in specific area classes and provide comprehensive preliminary engineering services. The RFQ requires consultants to demonstrate capabilities in environmental assessments, land surveying, utility coordination, right-of-way planning, and engineering design. Proposals are due on November 12, 2025, with the project timeline proposing a Preliminary Engineering Notice to Proceed in Fiscal Year 26, Concept Report in FY 27, Preliminary Field Plan Review in FY 28, Final Field Plan Review in FY 29, and construction contract letting in FY 30.
The solicitation includes a Disadvantaged Business Enterprise (DBE) goal of 11% for Preliminary Engineering activities, indicating a commitment to supporting minority and small business participation. Consultants must comply with specific audit and accounting system requirements and provide detailed information about their team's qualifications, resources, and workload capacity. The contract will be structured as a multi-phase, project-specific agreement with a Cost Plus Fixed Fee structure, initially covering the preliminary engineering phase with potential future extensions for construction revisions. While specific budget ranges are not explicitly stated, the comprehensive nature of the project suggests a significant investment in infrastructure improvement. The project spans multiple jurisdictions, including Peach County and Columbus City, and is part of a broader transportation enhancement initiative aimed at improving community connectivity and accessibility through ADA-compliant infrastructure upgrades.
Opportunity text
The City of Conyers, GA is soliciting Statement of Qualifications (SOQs) from qualified firm(s) or organization(s) to provide engineering design services for GDOT PI #0021221, a transportation alternatives project (TAP) providing community enhancement and connectivity via the construction of sidewalks along Green Street, beginning at the western city limits and extending to West Avenue, approximately 0.78 mile. More specifically, Green Street has sections of narrow sidewalks that do not meet ADA compliance. The intent of the project is to build new ADA compliant sidewalks where they do not currently exist and replace the sidewalks where they do exist that do not meet ADA compliance. Retaining walls and drainage upgrades along the length of the corridor will be needed as well as driveway apron replacements to allow for ADA compliance. This project will require utility relocation for utilities that conflict with the sidewalk and right of way acquisition to construct and maintain the sidewalk.
