About this opportunity

The Board of Trustees of the California State University, Fresno is requesting qualifications from general contractors to provide design-build and construction-manager-at-risk services for multiple roofing projects under a three-year master enabling agreement with a total maximum budgeted cost of $9.6 million across all projects, with Statements of Qualifications due November 24, 2026 at 2:00 p.m., and the top four firms advancing to a Request for Proposals phase with site conference January 7, 2027 and proposals due January 21, 2027.

Respondents must hold a California C-39 general contractor license and maintain a prequalification rating of $10 million or more with the CSU system. The architect on the contractor's team must be licensed to practice architecture in California. Both the general contractor and architect must be prequalified with the Capital Planning, Design and Construction Department of the CSU Office of the Chancellor at least one day prior to the SOQ due date. All prequalification applications are due no less than ten business days before November 24.

No single project shall exceed $2 million in total budgeted cost. Work is subject to California prevailing wage rate laws monitored by the California Department of Industrial Relations, and contractors must register with the Department of Industrial Relations and maintain current registration throughout performance. A mandatory minimum of three percent of each project must be subcontracted to Disabled Veteran Business Enterprises, with penalties of $50,000 per one percent shortfall if committed percentages are not achieved. Contractors and all subcontractors must comply with skilled and trained workforce requirements under Assembly Bill 1235 for all applicable apprenticeable occupations.

The evaluation uses a point-based scoring system totaling 500 points, assessing past and present CSU experience, team qualifications in Design-Build and Construction Manager at Risk delivery methods, LEAN and Integrated Project Management capabilities, prevailing wage compliance history, and CAL-OSHA safety record. The successful proposer will be announced February 2, 2027, with master enabling agreement execution scheduled for February 23, 2027. The CSU Trustees reserve the right to reject all proposals and do not guarantee a minimum volume of task orders or construction agreements to be awarded.
