About this opportunity
The California State University Board of Trustees is requesting qualifications from general contractors to serve as Design-Build or Construction Manager at Risk service providers under a three-year Task Order-Construction Agreement for Multiple Projects (TO-CA MEA) at California State University, Fresno, with Statements of Qualifications due November 24, 2026 and RFP Site Conference scheduled for January 7, 2027.
Respondents must hold a valid California Class B general contractor license and maintain a minimum prequalification rating of $8,000,000 with the CSU Office of the Chancellor. The designated architect must be licensed to practice architecture in California and similarly prequalified. Prequalification must be current at least one day prior to the SOQ due date; prequalification applications are required no less than ten business days before the RFQ deadline. A Skilled and Trained Workforce Agreement must be signed and submitted with the SOQ package as a condition of response.
The total maximum budgeted cost across all projects is $7.2 million over three years, with no single project exceeding $2 million in total budgeted cost. Identified projects include window replacement in multiple quad buildings and exterior wall system repair at Peters Building, with an additional allowance for unidentified projects. Three identified projects are confirmed: Window Replacement in the Quad (McKee Fisk and Social Science buildings), Window Replacement in the Quad (Professional Human Services and Family Food Science buildings), and Exterior Wall System Repair at Peters Building.
All projects are subject to California prevailing wage rate laws monitored by the California Department of Industrial Relations. Contractors must subcontract a minimum of three percent of each project to Disabled Veteran Business Enterprises, with $50,000 penalties per one percent shortfall. Five-percent bid preferences apply to certified California small businesses or non-small businesses committing to subcontract at least 25 percent to small businesses.
The Trustees do not guarantee a minimum volume of task orders or construction awards. The selection process is two-step: the top four qualified firms advance from RFQ to RFP. Proposals are due January 21, 2027; the successful proposer is anticipated to be announced February 2, 2027, with contract execution February 23, 2027. Evaluation spans 500 points across nineteen categories, emphasizing past CSU project experience, delivery method qualifications, public sector experience, LEAN and integrated project management, and safety record. Contractors must disclose any prevailing wage penalties or CAL-OSHA fines assessed during the past five years.
