About this opportunity
The Board of Trustees of the California State University, on behalf of California State University, Fresno, is soliciting Statements of Qualifications from general contractors for design-build, collaborative design-build, and construction manager at risk services under a master enabling agreement, with SOQs due November 24, 2026 at 2:00 p.m. Eligibility is restricted: respondents must be prequalified with CSU with a prequalification rating of at least $1.5 million, hold a California C-11 contractor license, and register with the Department of Industrial Relations, and the architect team member must be California-licensed and CSU-prequalified. A minimum three percent DVBE subcontracting requirement applies.
The Trustees will issue task order service agreements for design and preconstruction and task order construction agreements for construction. Six identified projects cover repairs and upgrades to McLane Hall, the Grosse Industrial Tech Building, two separate scopes at the Engineering East Building, Valley Children's Stadium, and the Music Building, and the attached RFQ files are titled for elevator repairs. An additional $480,000 is reserved for projects identified later. The total budget is capped at $2.88 million, with a maximum of $400,000 per project, over a term of up to three years. No minimum volume of task orders is guaranteed.
Selection is two-step. The four highest-scoring firms from the 500-point SOQ evaluation advance to an RFP, which weighs past and present CSU project experience, Design-Build and CMAR team qualifications, California public-sector experience within the past five years, DVBE utilization, composite weighted score, local experience within 50 miles, LEAN and Integrated Project Management experience, cost and schedule management, and prevailing wage and CAL-OSHA compliance history. The successful proposer is announced February 2, 2027, and the TO-CA MEA is executed February 23, 2027.
Respondents must register and download documents through Planet Bids and prequalify at least one day before the SOQ due date, with prequalification applications submitted no less than ten business days before the RFQ deadline. The SOQ package must include a Skilled and Trained Workforce Agreement under Public Contract Code 2600, and all projects are subject to prevailing wage laws. Submit five hard copies in 8.5" x 11" format and one digital PDF to David Sawyer, Sr. Director of Construction Services Procurement, at davidsawyer@mail.fresnostate.edu or 559-278-3962.
