About this opportunity

The Lamoille County Planning Commission (LCPC) has issued a Request for Qualifications (RFQ) for rooftop solar panel installations on municipal buildings in Vermont, specifically targeting municipalities in Lamoille County through the Municipal Energy Resilience Program (MERP). The procurement seeks qualified contractors to design, permit, and install both rooftop and ground-mounted solar systems, with potential battery backup capabilities. The MERP, funded by the State Department of Buildings and General Services through Act 172 (2022), aims to support fuel switching, reduce greenhouse gas emissions, improve energy efficiency, lower fuel costs, and enhance building occupant comfort. Contractors must demonstrate expertise in solar design, permitting, and installation, with specific focus on implementing Energy Conservation Measures (ECMs) identified in previous municipal energy assessments. The RFQ was posted on May 2, 2025, with proposals due by May 23, 2025, and interested firms are required to submit comprehensive qualifications demonstrating their capability to successfully develop and implement energy efficiency projects for municipal buildings.

While no specific set-aside designations or disadvantaged enterprise requirements are explicitly mentioned in the available documentation, the procurement appears open to qualified solar installation contractors with demonstrated technical expertise. The MERP program provides context that participating municipalities have already undergone free energy assessments and received implementation grant funds, suggesting a structured approach to project selection and execution. Although precise budget ranges are not specified, the procurement is tied to Act 172 implementation funds, indicating potential financial support for selected projects. The jurisdictions of interest include Grand Isle County and Montpelier City, with the overall goal of enhancing municipal building energy infrastructure through strategic solar investments. Interested contractors should review the full RFQ and attachments at the provided web link (https://www.lcpcvt.org/proposals) for comprehensive details about submission requirements, project specifications, and evaluation criteria.

*** For the full RFQ and all attachments - please visit: https://www.lcpcvt.org/proposals *** This Request for Qualifications is for implementing solar projects in Lamoille County, Vermont funded by the MERP grant. The Lamoille County Planning Commission (LCPC) seeks proposals from qualified contractors to support municipalities in developing and implementing rooftop solar panel installations on municipal buildings with potential for battery back up systems, related to the Municipal Energy Resilience Program (MERP). The MERP is funded by the State Department of Buildings and General Services through Act 172 (2022), with goals of fuel switching, reducing greenhouse gas emissions, improving energy efficiency, reducing costs from fuel use, and improving comfort for building occupants. The MERP program also supports accessibility and ventilation improvements. The LCPC seeks qualified providers in the following areas: 1. Rooftop solar design, permitting, and installation, 2. Ground-mounted solar design, permitting, and installation. Regional municipalities received free energy assessments under the MERP program, to identify energy efficiency improvement opportunities at a municipality-owned building and provide specific recommendations for Energy and Conservation Measures (ECMs). Municipalities that received both MERP energy assessments and implementation grant funds to implement recommended energy conservation measures are looking to identify and hire qualified contractors to develop and implement the ECM projects identified in the MERP Assessment Reports. LCPC is gathering information on contracting firms available to develop and implement successful energy efficiency and conservation projects.
