About this opportunity

The City of Swainsboro and the East Georgia Regional Airport Authority are requesting qualifications for a qualified aviation consulting firm to provide on-call professional engineering, architectural, and construction inspection and administration services for the Airport Capital Improvement Plan at East Georgia Regional Airport in Swainsboro, Georgia, with qualifications due August 13, 2026.

Responding firms must hold current Georgia Department of Transportation pre-qualification in Area Classes 2.09 Aviation Design, 2.09b Airport Design-Electrical, and 8.02 Airport Construction Administration and Observation — a mandatory eligibility gate. The scope encompasses project planning, geotechnical and topographic surveying, environmental assessments, preliminary and final design, bidding, and construction inspection and management. Deliverables include airfield improvements (drainage, pavement, lighting, NAVAIDs/ILS), building construction and rehabilitation (terminals, hangars, maintenance facilities), roadway and parking improvements, fencing and security systems, obstruction removal, runway and taxiway safety area improvements, DBE program administration, and funding applications preparation. Services are limited to projects within the attached five-year Capital Improvement Plan.

The City intends to enter into a five-year Master Agreement with the selected consultant, with individual work authorizations and task orders issued on an assignment-by-assignment basis. No cost information or fee proposals should be included in submissions, as this is qualification-based selection under FAA procedures.

The Selection Committee will evaluate responses based on project capability, key personnel qualifications and availability, schedule capability, project quality history, sub-consultant qualifications, branch office capabilities, qualified inspector availability, understanding of project challenges, demonstrated interest and geographic familiarity, and value engineering capability. Statements of Qualifications are limited to twenty-five pages plus a cover letter, and must include team description and background, organizational chart with project manager identification, resumes of key personnel, relevant five-year general aviation airport experience, office proximity to the airport, at least three current airport client references, FAA and State Aviation Program familiarity, and current workload summary. Questions are due August 6, 2026. Consultants may be invited to interviews at the committee's discretion with at least seven days' notice. Site visits may be requested prior to submission.
