About this opportunity

The City of Eatonton is seeking a qualified consulting firm to conduct a comprehensive flood mitigation planning study through a Request for Qualifications (RFQ) for two pre-identified target areas within the city. The primary objective is to develop detailed flood mitigation strategies for approximately 40-50 households, with a focus on specific locations along West Walnut Street/Thompkins Street and near Ebenezer Baptist Church. The selected firm will be responsible for gathering existing area information, performing engineering analyses, developing mitigation models, and submitting a comprehensive report with findings and recommendations. Key deliverables include flood mitigation plans, detailed cost estimates for potential courses of action, and a project implementation plan that meets specifications established by the Georgia Emergency Management Agency (GEMA). Proposals must be submitted sealed and received by 5:00 pm on June 23, 2025, at the Middle Georgia Regional Commission in Macon, Georgia, with an electronic copy required via flash drive, CD, or email (excluding zip files). Questions about the RFQ must be submitted no later than June 20, 2025, to Aidan Leahy, and the successful respondent will be notified on or before July 1, 2025. Evaluation criteria will focus on project approach, work quality, experience, performance capacity, and past project performance.

The procurement appears to be open to consulting firms with demonstrated experience in flood mitigation planning, particularly those familiar with GEMA or FEMA grant requirements. While no specific set-aside designations for disadvantaged enterprises are mentioned, the project will be funded through a combination of local funds and federal grant money, which may involve specific compliance requirements. The contract will be structured as "direct costs plus a fixed fee, not to exceed a lump sum" and will include additional federal regulation clauses. Although a specific budget range is not explicitly stated, the project involves comprehensive engineering and planning services for two residential areas. The City of Eatonton reserves the right to accept or reject any proposals, indicating flexibility in the selection process. Interested firms must provide a professional services contract, detailed cost schedules, and a project implementation plan with key timelines and milestones. Special consideration will be given to firms prepared to start the project immediately, suggesting an urgency in addressing the identified flood mitigation needs.
