About this opportunity

Los Angeles County Department of Homeless Services and Housing is requesting Statements of Qualifications from affordable housing developers to join a qualified developer bench for the Land Bank Pilot Program, with an initial SOQ submission deadline of September 1, 2026 at 11:00 a.m. and rolling submissions accepted thereafter until the County's needs are met. This RFQ does not solicit proposals for specific sites; it establishes a pre-qualified pool from which the County will draw as individual Land Bank Sites become available for development.

The Land Bank Pilot Program targets acquisition of approximately five vacant and underutilized parcels throughout Los Angeles County, including at least one in each of the five Supervisorial Districts, with focus on areas experiencing or at risk of gentrification and displacement. Developers selected to the bench will be eligible to compete for individual site development opportunities released through subsequent separate solicitation processes.

The County seeks developers with demonstrated experience designing, building, financing, operating, managing, and maintaining affordable housing developments. Qualification criteria and required submission forms are detailed in Appendix A: Required Forms, which includes standardized documentation, financial disclosures, and capability evidence that applicants must complete and submit as part of their SOQ package. Required forms exhibits address California Building Enterprise (CBE) certification and minority qualification (MQ) status.

Specific pricing terms, funding sources, contract values, and financial requirements will be detailed in individual site-specific solicitations as Land Bank Sites become available. This bench-based approach allows the County flexibility to engage qualified developers as Pilot Program implementation proceeds over time.

Opportunity text

The Los Angeles County (County) Board of Supervisors (Board) has directed a Land Bank Pilot Program (Pilot) to acquire vacant and underutilized properties throughout Los Angeles County to facilitate affordable housing development, particularly in areas experiencing, or at risk of, gentrification and displacement. Through the Pilot, the County has acquired, and will continue to acquire, parcels of land (Land Bank Sites) with the goal of reaching approximately five (5) total sites, including at least one in each Supervisorial District (SD). To advance this effort, the County's Department of Homeless Services and Housing (HSH) has released this Request for Qualifications (RFQ) seeking Statements of Qualifications (SOQs) from applicants interested in joining a bench of qualified developers with demonstrated experience designing, building, financing, operating, managing, and maintaining affordable housing developments. Developers selected to the bench will be eligible to compete for the opportunity to develop individual Land Bank Sites as they become available, with specific site opportunities released through subsequent, separate solicitation processes. This RFQ does not solicit proposals for any specific site; it establishes the pool from which the County will draw when sites are ready for development. The Initial SOQ Submission Deadline is September 1, 2026 at 11:00 a.m. The RFQ will remain open after the deadline and accept submissions on a rolling basis until the County's needs are met.
