About this opportunity
The County of Fairfax, Virginia, Department of Public Works and Environmental Services is soliciting qualifications from mechanical, electrical, and plumbing (MEP) engineering consulting firms for a Basic Ordering Agreement (BOA), with statements of qualifications due December 1, 2026 at 4:00 p.m. local prevailing time. This re-advertised RFQ carries no set-aside or preference program. Firms that submitted under the original MEP BOA RFQ with a September 16, 2026 deadline need not resubmit unless they want to revise their submission.
The scope covers services "such as, but not limited to" feasibility studies, special design studies, special services, peer review, commissioning, fire protection system review, value engineering, and design and construction administration for various capital facility projects. All work is issued by task order as needed, and no specific projects are identified. Submissions require a Statement of Interest, GSA Standard Form 330 Parts I and II for the primary firm and major subconsultants, and project references, limited to sixty pages. Firms must also submit the County's Request for Protection of Trade Secrets or Proprietary Information form. That form bars blanket designations of entire documents, line-item prices, or total prices, and requires specific identification and substantive justification for each protected item.
The County intends to award up to two firms. The BOA ceiling is $750,000 per year for each contract, and no single project may be authorized above $250,000. The initial term is one year, with the County holding an option to renew for three additional one-year periods.
A Selection Advisory Committee will evaluate submittals against weighted criteria: team qualifications, LEED and sustainability expertise, peer review experience, commissioning experience, value engineering capabilities, building automation systems knowledge, permitting experience, project management ability, and past performance on County projects. Interviews with shortlisted firms are projected for January 2027, followed by contract negotiations. If negotiations fail with a top-rated firm, the County proceeds with the next-ranked firm. Questions go to Ali Parva, R.A., Project Manager, at 571-407-6812 or ali.parva@fairfaxcounty.gov. Submissions go by hard copy (six copies) to Vrushali Oak, Director, Building Design and Construction Division, 12000 Government Center Parkway, Suite 449, Fairfax, Virginia 22035-0052, or electronically to Ali.Parva@fairfaxcounty.gov.
