About this opportunity
The Town of Hertford, North Carolina, is requesting Letters of Interest and Statements of Qualifications from engineering firms to support resilient redevelopment of town-owned facilities and infrastructure, with emphasis on parks, public spaces, and supporting infrastructure, with responses due October 2, 2026 at 4 p.m. This procurement follows North Carolina General Statute 143-64.31 for qualifications-based selection.
The scope encompasses comprehensive site assessments, environmental analysis, ADA compliance evaluation, full project lifecycle management from conceptualization through closeout, state and federal permit preparation (including NC CAMA and NEPA compliance), grant support with technical documentation for applications, and community engagement activities. Desirable but non-required services include traffic and transportation analysis, environmental site assessments for potential Brownfield projects, and stormwater/flood reduction modeling to FEMA standards. Immediate focus centers on two high-priority public parks—Missing Mill Park and the adjacent Community Center at 300 and 305 Grubb Street respectively—with anticipated initial tasks including detailed scoping, budgeting, and services to support grant applications in 2027 and 2028.
The Town anticipates entering into one or more long-term master services agreements with task orders issued for specific projects. The Town reserves the right to select multiple firms and to reject all proposals. Responses are limited to 20 pages of content, with resumes submitted separately. Evaluation criteria allocate 35 points to credentials, 35 points to experience, and 30 points to capacity and project approach. Hourly rates should be provided but will not affect proposal review or selection.
Questions must be submitted in writing by September 25, 2026. Responses are submitted digitally and in two hard copies to the Town Manager at 114B W. Grubb Street, Hertford, NC 27944.
