About this opportunity

The Lamoille County Planning Commission (LCPC) has issued a Request for Qualifications (RFQ) seeking contractors to develop and implement HVAC and weatherization projects for municipal buildings in Vermont, specifically in Lamoille County, through the Municipal Energy Resilience Program (MERP) grant funding. The procurement targets qualified contractors for four primary service areas: HVAC improvements, insulation and air sealing, window replacements, and building envelope energy conservation measures. Municipalities that received free energy assessments under MERP have identified specific Energy Conservation Measures (ECMs) and are seeking contractors to execute these improvement projects. The RFQ requires contractors to demonstrate expertise in energy efficiency retrofitting for municipal infrastructure, with a focus on implementing recommendations from existing MERP Assessment Reports. The solicitation was posted on May 2, 2025, with proposals due by May 23, 2025, offering interested contractors approximately three weeks to prepare and submit their qualifications.

While the RFQ does not explicitly outline set-aside designations or vendor restrictions, it appears open to qualified contractors with demonstrated experience in municipal building energy improvements. The procurement does not specify an incumbent vendor or precise budget range, though it is funded through municipal grant resources. Interested contractors must possess technical capabilities in HVAC systems, weatherization techniques, window replacement, and comprehensive building envelope energy conservation strategies. The LCPC is essentially gathering information on contracting firms capable of executing successful energy efficiency projects across regional municipal facilities. Potential respondents should have robust experience in implementing energy conservation measures, understanding of municipal infrastructure requirements, and the technical expertise to translate energy assessment recommendations into practical, cost-effective improvements.

Regional municipalities received free energy assessments under the MERP program, to identify energy efficiency improvement opportunities at a municipality-owned building and provide specific recommendations for Energy and Conservation Measures (ECMs). Municipalities that received both MERP energy assessments and implementation grant funds to implement recommended energy conservation measures are looking to identify and hire qualified contractors to develop and implement the ECM projects identified in the MERP Assessment Reports. LCPC is gathering information on contracting firms available to develop and implement successful energy efficiency and conservation projects.
