About this opportunity

Granville County, North Carolina, is conducting a qualification-based selection process for comprehensive recreational facility design services for the former GC Hawley Middle School site. The county seeks professional firms to develop approximately 27.51 acres located at 2173 Brassfield Road, Creedmoor, where a 90,000 square-foot educational building is currently being demolished. Required services include public engagement coordination, creating up to three conceptual design schematics with budgetary cost estimates, grant application assistance, geotechnical and environmental surveys, design development, construction document preparation, engineering cost estimates, permitting support, and bidding and construction administration services. Proposals are due electronically by 3:00 PM EST on February 9, 2026, with evaluation occurring the week of February 9, 2026. Firms will be evaluated based on four key criteria: firm experience and reputation (25%), project management approach (25%), experience of the project team (35%), and proposal thoroughness (15%). Interviews, if necessary, are anticipated for the week of February 16, 2026, with Board consideration for contract award estimated for March 2, 2026.

The county explicitly encourages participation from small businesses, minority businesses, women's business enterprises, veteran-owned businesses, and labor surplus area firms. Firms that do not have all services in-house are permitted to include subcontractors as part of their project team. Respondents must be North Carolina Design Professionals licensed to provide the requested services and demonstrate sufficient financial resources to perform the work. Specific insurance requirements include automobile liability ($1,000,000/$2,000,000), commercial general liability ($1,000,000/$2,000,000), workers' compensation, cyber liability ($1,000,000), and professional liability ($1,000,000/$2,000,000). Proposal submissions are limited to 25 pages and must include a notarized non-collusion affidavit. While specific budget ranges are not detailed, the county anticipates contracting with multiple firms for various projects, with fees potentially negotiated on a fixed-fee or time-and-materials basis with a "Not-to-Exceed" amount. The county reserves the right to cancel the Request for Qualifications at any time.
