About this opportunity

The Town of Palm Beach is requesting qualifications for fence installation and repair services on an as-needed basis, with qualifications due August 13, 2026. This is a non-exclusive RFQ intended to pre-qualify multiple vendors; when the Town has a specific scope, it will solicit quotes from the qualified pool, and award each project to the lowest-priced bidder.

The scope covers fence installation and repair work. When a scope includes plumbing, electrical, or structural improvements, the awardee must hold applicable trade licenses.

The initial contract term runs one year from October 1, 2026 through September 30, 2027, with four optional one-year renewal periods available based on satisfactory performance, budget authorization, and mutual agreement, for a maximum duration of five years. Place of performance is within the Town of Palm Beach.

A non-mandatory pre-bid meeting will be held virtually via Microsoft Teams; attendance is strongly encouraged as the only direct forum for clarification with the project manager and Town staff. Questions must be submitted through the Euna Procurement (Bonfire) platform by the question deadline; all timely questions will be answered via addenda. Proposals are submitted exclusively through Bonfire; no paper or offline submissions are accepted.

The incumbent vendor, if any, is not identified in the solicitation materials.

DESCRIPTION: General Information about this solicitation: The Town of Palm Beach ("TOWN") is seeking qualifications from ready and available vendors to provide fence installation and services on an "as needed" basis. The intent of this "Request for Qualifications" is for the Town to potentially select multiple Applicant Firm(s) capable of fence installation and services specified herein. When the need arises, the Town will send a specific scope to pre-qualified firms and request quotes. If the scope should include plumbing, electrical, or structural improvements then licenses of the applicable trades will be required. Based on that scope, firms will submit their bids. The lowest price (most efficiently proposed quote) will get an award for the project. CONTRACT TERM: The contract resulting from this RFQ will be for a one (1) year period in concurrence with the Town's 2027 fiscal year, beginning October 1, 2026 and ending on September 30, 2027. There shall be four (4) optional one-year renewal periods, based on satisfactory performance, budget authorization and mutual agreement, for a maximum contract duration of five (5) years. PRE-BID MEETING: A "NON-MANDATORY" Pre-Bid Meeting will be held on virtually via the Microsoft Teams meeting platform. Date/Time are specified in the "Events" section. Attendance is strongly encouraged as this will be the only forum to seek clarification directly from Project Manager and Town staff. QUESTIONS: Any questions related to this solicitation should be submitted through this software platform using the Messages/Vendor Discussion feature. All questions received prior to the Question/RFI Deadline will be answered via Addenda. Any material questions submitted after the Question/RFI Deadline may be considered. SUBMISSION: The Town only accepts online submittal of proposals through Euna Procurement (Bonfire), the eProcurement platform linked to the Town website, promoting a greener footprint. No proposer may withdraw their proposals for a period of one hundred and eighty (180) days from the date set for the opening thereof. AWARD: Award shall be made to the Proposer(s) which offers the best value to the Town. The Town reserves the right to reject any and all proposals, to waive non-material irregularities or technicalities and to re-advertise for all or any part of this solicitation as deemed in its best interest. The Town shall be the sole judge of its best interest. RESPONSIBLE VENDOR DETERMINATION: Respondent is hereby notified that Section 287.05701, Florida Statutes, requires that the Town of Palm Beach may not request documentation of or consider a vendor's social, political, or ideological interest when determining if the vendor is a responsible vendor.
