About this opportunity
San Francisco State University is soliciting Statements of Qualifications from general contractors for design-build and construction manager services under a Request for Qualifications, with SOQs due November 24, 2026 at 2:00 p.m. PST. Respondents must be prequalified with the California State University Trustees one day before the SOQ deadline, with a prequalification rating of not less than $20 million. The Trustees require 3% Disabled Veteran Business Enterprise (DVBE) participation in all contracts and offer a DVBE Bid Incentive worth one to three percent of the highest Technical Proposal Score to proposers that exceed that requirement.
Contractors must hold a California State Contractor License Classification B. All contractors and subcontractors must register with the California Department of Industrial Relations and maintain current registration under Labor Code Section 1725.5, because the public works projects carry prevailing wage requirements.
The work covers design, preconstruction, and construction of multiple projects under a master enabling agreement, delivered through a task order for design and preconstruction and a construction agreement for the construction phase. Pricing is lump sum. The Trustees' combined budget for all projects is not to exceed $60 million, with a maximum of $15 million per project, and the estimated bid value is $60 million. The maximum term is three years from Office of General Counsel approval of the master enabling agreement, and the selected contractor begins work as soon as possible. Performance and payment bonds are each required at 100 percent, and bid bonds are not required. Liquidated damages are set on specific projects. Offers remain valid for 90 calendar days. No pre-bid meeting or online question and answer session is scheduled.
