About this opportunity
The Village of Mayfield, New York is requesting qualifications for professional engineering services to guide planning, design, permitting, and construction of municipal water supply and distribution system improvements, with proposals due April 3, 2026. New York State Certified Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), as well as firms utilizing Disadvantaged Business Enterprise (DBE) sub-consultants, are strongly encouraged to submit.
The scope encompasses evaluation of project scope, preparation and submission of grant applications, design and permitting of water source and distribution system improvements, preparation of engineering reports and contract documents, coordination with the New York State Department of Health and other regulatory agencies, assistance with bidding and contractor selection, and construction phase services including administration and grant administration. The Village is advancing this capital improvement program to address critically aging infrastructure, mitigate risk of system failure, and satisfy New York State Department of Health regulatory compliance requirements.
Selection is based on qualifications rather than price. Evaluation criteria are weighted as follows: overall capacity and experience with similar projects (40 percent), technical skills and experience of the designated project manager and assigned staff (35 percent), communication skills (15 percent), and references (10 percent). The Village may conduct interviews with selected firms prior to final selection.
Proposers must submit a company brochure or business information, resumes of project staff, a listing of similar projects including location and cost, and references from at least three current or former clients. Proposals must be submitted by email to the Village Clerk at clerk@villageofmayfield.org by 2:00 p.m. on April 3, 2026. The project is funded through federal sources under 7 CFR 1780.39(b)(1) requirements, with anticipated coordination with the New York State Environmental Facilities Corporation (EFC) and other funding agencies.
