About this opportunity

The City of Heath, Texas is seeking design-build services for two distinct public safety facility projects through a Request for Qualifications (RFQ) procurement process. The projects include constructing a new Central Public Safety Building (17,000-18,000 sq. ft.) and a new Satellite Fire Station (8,000-9,000 sq. ft.), both located on city-owned properties. Design-build teams are invited to submit Statements of Qualifications (SOQs) for one or both projects, with evaluation criteria including team profiles (15%), qualifications and experience (35%), project organization and key personnel (30%), and project approach (20%). Submissions are due by 2:00 PM local time on March 10, 2025, with an expected project award date of March 25, 2025, and construction completion targeted for November 1, 2026. Proposers must demonstrate financial capability, provide a detailed health and safety program, and meet specific insurance requirements, including $1 million in various liability coverages and $10 million in excess liability insurance.

The RFQ does not specify explicit set-aside designations or restrictions for disadvantaged enterprises, though the City encourages maximizing local contracting community involvement. Each design-build team must include an architect or engineer and a construction contractor selected through a qualifications-based selection process. The City reserves the right to reject any and all submissions and to award one or both projects to a selected team. For the Central Public Safety Building, the estimated construction budget is $10,500,000, while the Satellite Fire Station project has a budget of $4,500,000, totaling approximately $15,000,000 for both facilities. The project will include comprehensive facilities with apparatus bays, public lobbies, offices, interview rooms, evidence storage, living quarters, training rooms, emergency operations centers, and other support spaces. Proposers will be required to submit detailed financial information, including operating revenues, expenses, assets, liabilities, and net worth for the years 2021-2023 as part of their qualification package.
