About this opportunity

The Town of Webster, Massachusetts is requesting qualifications for construction administration and clerk of the works services for Phase I of the Aldrich Street Reconstruction Project, with proposals due June 29, 2026 at 2:00 p.m., and contract award anticipated July 2, 2026.

The project is funded through a Community Development Block Grant awarded in July 2025 and must comply with all applicable federal CDBG regulations, Massachusetts state laws, and local requirements including non-discrimination and labor standards. The Town actively encourages submissions from Section 3 firms and Disadvantaged, Minority, and Women-Owned Business Enterprise contractors.

Phase I encompasses reconstruction of Aldrich Street beginning at North Main Street and extending eastward, including new roadways, sidewalks, drainage improvements, and water lines. The design phase is complete and the project is currently out to bid, with an estimated six-month construction period concluding by December 31, 2026. The selected firm will provide pre-construction conferences, review of shop drawings and submittals, change order preparation and review, progress payment reviews, final inspections, and part-time clerk of the works services with daily construction reporting to monitor compliance with plans and specifications.

The maximum fee for services is $75,000 including contingency for unforeseen work and will be negotiated with the top-ranked proposer. Contract award is based on qualifications and technical merit rather than fee. Selection criteria include similar experience with comparable projects, staff qualifications and experience (minimum five years for key staff), adherence to project timeline, quality examples of previous work, and reference checks. All proposers must have at least one full-time registered professional engineer, surveyor, or landscape architect licensed in Massachusetts and must carry professional liability insurance of at least $1,000,000. Records must be retained for seven years. The RFQ is available from the Webster Office of Community Development, Webster Municipal Building, 350 Main Street, Webster, MA 01570, telephone 508-949-3800 ext. 4004, or email ccyr@webster-ma.gov.
