About this opportunity

SUNY Maritime College is requesting qualifications for design services on a three-elevator rehabilitation project in Baylis Residence Hall, with submissions due October 13, 2026 at noon. Vendors must be New York State licensed and registered architects or engineers. SUNY has established MWBE participation goals of 30% overall (16% Minority-Owned and 14% Women-Owned) and a Service Disabled Veteran-Owned Business (SDVOB) participation goal of 6%.

The scope encompasses full design services—design development, construction documents, procurement assistance, and construction administration—for three existing elevators in the residence hall. The project employs a phased rehabilitation approach with the requirement that two of the three elevators remain in service at all times. Responses must include a Statement of Qualifications with nine specified sections: firm experience on four similar projects, project organization chart, key personnel resumes, subconsultant and MWBE utilization information, SDVOB participation documentation, workplace diversity and equal employment opportunity policies, procurement lobbying act certifications, Iran Energy Sector Divestment compliance, and New York State business utilization statements.

Design fee is to be negotiated with the selected consultant and is not to be included in the Statement of Qualifications. The estimated construction contract award is scheduled for April 2027, with construction completion anticipated in early August 2027. Selected consultants must provide certificates of liability insurance with limits of at least $2 million per claim and submit OSC Forms A and B for state consultant services reporting.

Vendor contact is restricted to Donovan Lorde or Ken Lee at the SUNY Maritime College Purchasing Department, 6 Pennyfield Avenue, Throggs Neck, New York 10465. Contacting other SUNY Maritime individuals violates New York State Finance Law 139-j and -k and may result in no contract award or debarment from sales to any New York State agency.
