About this opportunity
The Texas State Board of Public Accountancy is requesting qualifications for attorneys to provide litigation representation before the State Office of Administrative Hearings (SOAH), with responses due June 22, 2026 at 5:00 p.m. Central Standard Time.
Attorneys must be licensed in Texas with a minimum of seven years of litigation experience. Training or education in accounting, attest work, and the Administrative Procedures Act is preferred. The scope includes drafting pleadings, conducting discovery, and presenting cases involving alleged violations of the Texas Public Accountancy Act. The Board estimates engagement of 10 to 20 cases during the contract period.
The contract term runs September 1, 2026 through August 31, 2027, with an option to extend by mutual agreement without issuing a new RFQ. Respondents may apply for one or more subject matter areas. Compensation will be structured as hourly rates with reimbursable expenses as specified in the standard Board attorney contract; the prior contract period (September 1, 2023 through August 31, 2024) resulted in total payments of $2,940.00 to the selected attorney.
Respondents must disclose professional liability insurance limits and carriers, identify any conflicts of interest or relationships with Board members or employees, and comply with Public Information Act requirements. Selection will be based on demonstrated competence and qualifications rather than competitive bidding. The Board reserves the right to reject any or all proposals, terminate the contract with 30 days' written notice, extend deadlines, or cancel the RFQ at its sole discretion.
Submit responses to the General Counsel, Texas State Board of Public Accountancy, 505 E. Huntland Drive, Suite 380, Austin, Texas 78752, or via email to CJones@tsbpa.texas.gov. The Board will review and select counsel on July 9, 2026.
