About this opportunity
The City of Conroe, Texas is requesting qualifications from architectural firms to design a commercial kitchen build-out within the existing City-owned Conroe Senior Center, with responses due August 20, 2026 at 1:00 p.m.
The scope encompasses comprehensive architectural and engineering design — plans and specifications for a functional, code-compliant commercial kitchen including equipment layout, MEP systems, HVAC and ventilation, fire protection, and interior finishes. Qualified firms must demonstrate experience with commercial, institutional, or food service facility design projects of similar scope; renovation and adaptive reuse of existing facilities; applicable building codes and ADA standards; and preferably prior service to municipal or governmental agencies.
The RFQ is structured as a four-phase evaluation: firm experience and qualifications (40 points), project team and key personnel (30 points), project approach and methodology (20 points), and references and past performance (10 points). Compensation will be negotiated with the selected firm following evaluation; no fixed contract price is established in this RFQ. Respondents must submit qualifications without cost information on no more than 40 pages, excluding resumes and required supporting documentation. Required submittals include Certificate of Insurance, W-9 Form, Form 1295, SAM.gov verification, Conflict of Interest Questionnaire, and acknowledgment of terms and conditions.
Firms must carry Worker's Compensation, General Liability ($1 million combined single limit), and Automobile Liability ($1 million combined single limit) insurance. Upon award, successful contractors must provide performance and payment bonds equal to the contract price, except where the contract price does not exceed $50,000, in which case no performance bond is required but the City retains the full contract price until final completion and acceptance.
Questions are due August 17, 2026 at 1:00 p.m. Responses must be submitted electronically through the OpenGov Procurement Portal. The City reserves the right to negotiate with the selected firm for additional architectural and engineering services for other City facilities and capital improvement projects on a project-by-project basis.
